Enhancing Public Participation through E-Government: A Case Study of Bina Baru Village, Indonesia

Abstract

This study aims to analyze the role of e-government in enhancing public participation in Bina Baru Village, Kulo Subdistrict, Sidenreng Rappang Regency. Using a descriptive qualitative approach, data were collected through field observations, in-depth interviews with the village head, village officials, and community members, and document review. Analysis was conducted using the Technology Acceptance Model (TAM) and Arnstein’s Ladder of Citizen Participation, with NVivo 12 Plus. Findings indicate that implementing e-government through the Siskeudes system and the village website successfully improved internal administrative efficiency; however, its contribution to public participation remains suboptimal. The TAM analysis revealed high perceived usefulness among officials, but actual usage by the community was nearly nonexistent due to the lack of direct access. Arnstein’s analysis showed that citizen participation was limited to the “informing” and “consultation” levels, not yet reaching a meaningful level. Major barriers included digital exclusion due to limited public access, low digital literacy, a top-down implementation approach, and the absence of interactive features. This study recommends developing an inclusive digital participation portal, implementing sustainable digital literacy programs, and adopting a hybrid model that integrates local deliberation with technological innovation.
